شناسایی و اولویت‌بندی عوامل مؤثر بر اکوسیستم نوآوری صنعت فناوری ارتباطات

چکیده

زمینه: تاکنون عوامل اثرگذار بر اکوسیستم نوآوری صنعت فناوری ارتباطات به شکلی نظام‌یافته و مستقل از اکوسیستم نوآوری صنعت فناوری اطلاعات، در قالب یک مدل کمّی مورد تحلیل قرار نگرفته است.
هدف: شناسایی و اولویت‌بندی عوامل موثر بر اکوسیستم نوآوری صنعت فناوری ارتباطات ایران و بررسی میزان تاثیر هر یک بر مدل نهایی اکوسیستم جهت استفاده نهادهای حاکمیتی وفعالان صنفی این صنعت است.
روش: پژوهش از حیث هدف کاربردی و از حیث روش توصیفی پیمایشی است. گروه خبرگان این پژوهش به صورت هدفمند از میان مدیران اصلی و مدیران کلیدی شرکتهای خصوصی و نهادهای حاکمیتی صنعت فناوری ارتباطات ایران انتخاب شده‌اند. به منظور شناسایی عوامل موثر بر اکوسیستم نوآوری، از روش دلفی فازی (FDM) در سه مرحله بهره گرفته شده است. همچنین تجزیه و تحلیل داده‌ها و بررسی اعتبار و برازش مدل پژوهش و تحلیل سوالات، به ترتیب از طریق تحلیل عاملی تاییدی و معادلات ساختاری با استفاده از نرم افزار AMOS انجام شده است.
یافته‌ها: یافته‌های این پژوهش نشان می‌دهد عوامل نهادی، مدیریت نوآوری، کسب و کار، ملی‌و‌منطقه‌ای، علم‌و‌فناوری، و مالی‌و‌اقتصادی تاثیر معناداری بر مدل اکوسیستم نوآوری صنعت فناوری ارتباطات دارند. مدل نهایی ارایه شده نیز دارای برازشی مناسب است.
نتیجه‌گیری: تحلیل ضرایب تعیین نشان می‌دهد عامل مدیریت نوآوری بیشترین تاثیر وعامل ملی‌و‌منطقه‌ای کمترین تاثیر را بر مدل اکوسیستم نوآوری صنعت فناوری ارتباطات دارا هستند. پیشنهاد می‌شود ضمن مد نظر قرار دادن اولویت بندی عوامل تاثیرگذار بر مدل اکوسیستم، به دلیل پویایی صنعت و فناوری، تاسیس رصدخانه علم و فناوری ICT با هدف کمک به اکوسیستم نوآوری دانش بنیان و پیش بینی روندهای علم و فناوری این صنعت در دستور کار نهادهای ذیربط قرار گیرد.

Background: Till now, the elements influencing the communication technology sector's innovation ecosystem have not been explored in a systematic and independent way in the form of a quantitative model, independent of the information technology industry innovation ecosystem.
Objective: To identify and prioritize the factors affecting the Iranian communication technology sector's innovation ecosystem, as well as to examine the influence of each on the final model of the ecosystem for use by government institutions and industry activists in this industry.
Method: In terms of purpose, the research employs a survey as a descriptive method. The experts in this study were carefully chosen from among the top executives and senior managers of private enterprises and governmental bodies in the Iranian communication technology industry. The fuzzy Delphi method (FDM) approach was used in three steps to discover the elements influencing the innovation ecosystem. In addition, data analysis, validation, and fit of the research model, as well as question analysis, were carried out using AMOS software's confirmatory factor analysis and structural equations, respectively.
Findings: This study's findings reveal that institutional factors, innovation management, business, national and regional, science and technology, and financial and economic variables all have a substantial influence on the communication technology industry's innovation ecosystem model. The final model offered is also well-fitting.
Conclusion: The analysis of coefficients of determination reveals that the innovation management component has the most influence, while the national and regional variables have the least impact on the CT industry's innovation ecosystem model. It is suggested that, due to the dynamics of industry and technology, the prioritization of factors affecting the ecosystem model be considered, as well as the establishment of an ICT Science and Technology Observatory with the goal of assisting the knowledge-based innovation ecosystem and predicting science and technology trends on the agenda of relevant institutions.
