Background: This research is centered on the field of entrepreneurship concept which is divided into three categories: independent entrepreneurship, entrepreneurship and organizational entrepreneurship.
Purpose: This paper investigates the creation of managerial innovations affecting the factors achieving the organizational entrepreneurship objectives according to the Xavier Mandozi model (2007)
Method: Research has been operated by a descriptive survey and case study with the viewpoints of 118 senior employees in Mazandaran governmental organizations through the main hypotheses and four assumptions according to Xavier Mandozi (4E) Model of organizational entrepreneurship.
Findings: 1)The managerial innovations, have been created in government organization and with applying them on effectiveness of staffs’ performance, equality based on rewards and advantages of work , empowerment of employees and similarity of authority and freedom of staffs’ actions . The organizational entrepreneurships’ objectives will be achieved. 2) The effectiveness of staffs’ performance has the highest but the equality based on rewards and advantages has the lowest impact on creating and applying managerial innovations in achieving the organizational entrepreneurship objectives. .
Result:Thegovernment organizations in Iran, the managers and leaders with managerial innovations should develop and reinforce the factors which affect the achievement of organizational entrepreneurship goals according to(4E) elements of XavierMandozi Model.
